Financial Cost This report seeks the release of £ 341k from the 20 22/23 West
Drayton Cross Rail Complimentary Measures capital budget for the
reconstruction of the Network Rail owned carriageway at West
Drayton Station, Station Approach. The works will commence upon
release of the funds and are due for completion by end of July 2023.

Complimentary Measures programme capital budget f or the funding of essential
carriageway works within Station Approach serving West Drayton Station (Appendix A).
Reasons for recommendation
Cabinet, on 15 December 2022, agreed that the Council could enter into a funding agreement
with Network Rail of up to £397,359 to undertake essential carriageway reconstruction on land
owned by Network Rail in Station Approach, West Drayton and authorise the Corporate Director
of Place to sign any necessary documentation.
The formal ‘Funding from Network Rail’ agreement and ‘Basic Asset Protection Agreement’ have
now been signed by the Corporate Director of Place to facilitate works to reconstruct the
carriageway in Station Approach, West Drayton scheduled from early June to late July 2023.
The condition of the carriageway has been deteriorating over a number of years , limiting direct
access to the station for bus passengers resulting in significant inconvenience for many local
residents. The highway expertise and resources of the London Borough of Hillingdon will be
deployed to achieve a long-term resolution and ensure that complementary £860k Transport for
London funded public realm improvements can be implemented.

None at this stage. However, representatives from Network Rail were invited to the Council’s then
External Services Select Committee meeting on 12 January 2021 when assurances were given
by Network Rail as to how the remedial works would be addressed.
SUPPORTING INFORMATION
In 2014 the Council received confirmation that a competitive bid to Transport from London (TfL)
had been successful in making the case for a £1.6m allocation from TfL for public realm
improvements, over and above Network Rail’s own Station improvements as part of the Crossrail
Complementary Measures (‘CCM’) which all London boroughs with stations on the Crossrail
(Elizabeth Line) route were eligible to apply for.
Part of this funding was used towards the bridge improvements (including the vitreous enamel
mural) as well as some Warwick Road improvements and the balance earmarked for
improvements in Station Approach itself. A Basic Asset Protection Agreement (BAPA) has been
in negotiation for Network Rail to agree for LB Hillingdon to undertake the public realm works on
Network Rail land.

West Drayton is a key commuter station, at which significant investment was made for the new
Elizabeth line station building. The condition of the forecourt has deteriorated significantly over a
number of years, which is why access for bus services have been suspended.
As the operator s of the bus services which serve Station Approach West Drayton, TfL London
Buses were equally vocal in their calls for a proper holistic solution to the ongoing problems
caused by the road collapsing, despite repairs, on the road owned by Network Rail. As parties to
the CCM funding, TfL were keen to encourage and support the Council to help deliver a solution
to benefit all users of Station Approach.
Temporary repairs were undertaken by Network Rail directly, but owing to the prevailing condition
of the road surface, all vehicles have been prohibited from using the forecourt, pending completion
of resurfacing works
With the necessary funding agreement and consent for the works to be undertaken now formally
in place, the works can now proceed. Allowing for a 16-week lead in for materials it is envisaged
that the carriageway reconstruction works will be implemented from early June to late July 2023

In November 2014, there was confirmation of a total allocation of £1,600k for Crossrail
Complementary Measures in West Drayton, covering the years 2015/16 to 2018/19, to improve
the environment outside the station and provide better transport interchange, in conjunction with
the Eliz abeth Line service. However, due to delays with Network Rail in delivering this
programme, this allocation has been re- profiled. The 2022/23 allocation up to 31 March 2023 of
£860k; this has been further re-profiled by TfL into 2023/24 of the £860k, £842k has been released
in prior years.
In July 2022, Cabinet approved the re-phasing of £30k Section 106 funding allocated toward the
Crossrail Complimentary Measures from 2021/22. In December 2022, Cabinet approved the re-
phasing of £826k TfL funding and £30k Section 106 funding from the 2022/23 Crossrail
Complimentary Measures programme into the 2023/24 Cross Rail Complimentary Measures
programme, Cabinet also approved the funding agreement with Network Rail of up to £397k. This
gives a revised capital budget of £431k for the Cross Rail Complimentary Measure 2022/23
capital programme.
Previously, in prior years £842k of TfL funding has been released for the Crossrail Complimentary
Measures, of this £842k, £808k has been rephased into the Cross rail Complimentary Measures
2023/24 capital programme, which gives a revised released figure of £34k.
This report is seeking the release of £341k from the funding agreement with Network Rail of up
to £397k to undertake essential carriageway reconstruction on land owned by Network Rail in

Station Approach, West Drayton. The release request is based up on the schedule of rates
contained in the Council's Highways term contract and includes an element for LBH Engineer
design consultancy fees, Network Rail Fee and Network Rail contingency.
The remaining £56k from the funding agreement with Network Rail will be subject to the capital
release procedure.
Any future funding awards will be reported to Cabinet and included in subsequent capital release
reports.
RESIDENT BENEFIT & CONSULTATION
The benefit or impact upon residents, service users and communities?
For local residents and bus passengers this means there have been many months of disruption
to usual bus service pick up/drop off points which they have had to contend with whilst bus
services into Station Approach have needed to be suspended. The work being undertaken will be
a full reconstruction with a project longevity of 25- 30 years rather than patch resurfacing which
has been undertaken previously by Network Rail.
The added benefit to residents is that the public realm enhancements can finally go ahead to
improve the passenger experience arriving at or departing from West Drayton Station to realise
the full impact of the Elizabeth line investment.
Consultation carried out or required
Not applicable. Residents and any businesses impacted during implementation of the works will
be notified ahead of actual works in accordance with usual practice.
CORPORATE CONSIDERATIONS
Corporate Finance
Corporate Finance concurs with the financial implications above, noting that the recent funding
agreement between London Borough of Hillingdon and Network Rail will fund the essential
carriageway reconstruction on land owned by Network Rail in Station Approach, West Drayton.
There will be no call on Council resources.
Legal
Legal Services confirms that the proposed works at West Drayton Station come within the scope
of the Network Rail Funding Agreement. There are no legal impediments to the capital release
being authorised, although any contract that is entered into must comply with the Council's
Procurement and Contract Standing Orders.

Capital Release Protocol
The release of all capital funds, and certain revenue funds, held by the Council is to be made by
a formal democratic decision . No expenditure can be placed or committed by officers until this
formal approval is given by Democratic Services. Release of funds must be for identified projects
only and strictly not for the general release of funds for projects to be identified at a later date. No
block releases of capital or funding will be allowed, except if authorised by the Leader of the
Council in advance to Corporate Finance. The release of funds will only be made if previous
Council, Cabinet or Cabinet Member agreement has been given to the project and only if there is
an approved budget.
