Decision Approved
That the Leader of the Council , the Cabinet Member for
Property, Highways and Transport and the Cabinet Member
for Finance:
1. Accepted the tender from Bugler Developments Ltd
for the Redevelopment of the Former Garage site to
rear of Sullivan Crescent, Harefield UB9 6NL at a
contract cost of £2,336,895;
2. Approved a budget virement of £710,401 from the
HRA Unallocated Acquisitions and Development
Budget to the HRA New Build General Needs 34- 44
Sullivan Crescent Budget to provide sufficient funds
to fund the total estimated cost of the proposed
scheme;
3. Agreed to the capital release request of £2,612,185
from the H RA New Build General Needs 34- 44
Sullivan Crescent Budget;
4. Approved rent setting to the London Affordable
Rents (LAR) first-let and re-let rate;

5. Noted Grant Funding Rules requires a start on site
during September 2023.
Reason for decision Converting the former garage site 34 -44 Sullivan Crescent,
Harefield, UB9 6NL, which ha d been vacant for a number of
years, into 6 new build houses w ould help to address housing
need in the Borough in a cost-effective way.
Alternative options
considered and
rejected
Various alternative options were considered by Cabinet
Members, including disposal. These were discounted becaus e
the house-building options were considered to be cost-effective
and provided the best solution for local residents, whilst tackling
the growing housing need in the Borough.
