That the Cabinet Member for Corporate Services and Property
and the Cabinet Member for Finance and Transformation
accepted the tender from D R JONES YEOVIL LTD for the
provision of the EXTERNAL REPAIRS AND DECORATIONS –
PHASE 5 – The Buntings & Barden Court - Sheltered Schemes
to the London Borough of Hillingdon for a period of 20 weeks at
the value of £152k following a procurement exercise as set out
in the Tender Appendix; and agreed the release of funds from
the HRA Revenue Account External Repairs and Decorations
Budget for this work.
Reason for decision The proposed contract is to undertake phase 5 of the Planned
Works External Repairs and Decorations programme at The
Buntings and Barden Court Sheltered Schemes, which consists
of 66 dwellings in total. This programme will address a vast
number of properties that are overdue cyclical repairs and
decoration. This is a 2024/25 element of a phased programme
of External Pre- Painting Repairs and Redecorations. This will
provide residents with a pleasant environment to live in and will
serve as an investment in the Council’s housing stock.

External Repairs and Decoration Programmes have not been
delivered since 2021/22. This programme has been put together
following several recent complaints from residents at this
location where these works were previously carried out in 2006
and were due in 2016.
Alternative options
considered and
rejected
Moving away from the larger type of delivery contracts gives
greater flexibility to deal with the risks associated with poor
contractor performance. This approach will enable more
specialist contractors to deliver installations at lower costs.
