Executive Decision Notice – 16 August 2021 Page 1 This notice is a public document also available to view on the Council's website www.hillingdon.gov.uk OFFICIAL EXECUTIVE DECISION NOTICE PUBLISHED BY DEMOCRATIC SERVICES Notice is hereby given that the following decision(s) have been made today by Cabinet Members at the London Borough of Hillingdon: Title of decision Award of Contract for Transformation Programme Management Reference No. CMD 245 Date of decision 16 August 2021 Call-in expiry date 23 August 2021 Relevant Select Committee(s) Corporate, Finance and Property Select Committee Relevant Ward(s) All Decision made Cabinet Members making the decision Leader of the Council – Councillor Ian Edwards Cabinet Member for Corporate Services and Transformation – Councillor Douglas Mills DECISION APPROVED That the Leader of the Council and the Cabinet Member for Corporate Services and Transformation: 1) Approved the award of a 14- month contract to SAH Consulting Limited for the provision of programme development and management in relation to the Council’s ongoing transformation and; 2) Agreed this award through a single tender process. Reason for decision The Council does not currently have the resource or requisite skills and knowledge within the workforce establishment to deliver the required activity , programme development and programme management for the Business Improvement Delivery (BI D) programme. Using external expertise also ensures that the Council has access to the latest delivery model approaches and SAH Consulting Ltd hav e proven experience and success in delivering substantial change projects within the local authority context. Executive Decision Notice – 16 August 2021 Page 2 This notice is a public document also available to view on the Council's website www.hillingdon.gov.uk Alternative options considered and rejected The Council could consider recruiting to a permanent post within the workforce establishment to provide programme management for transformational activities across the Council . Although this approach would have less cost than the consultancy proposed, this would significantly dis rupt the progress made to date in the delivery of the BID programme and could a lso leave the Council with financial liabilities (e.g. redundancy costs) should the role not be required beyond May 2022. Classification Report exempt from publication: The report relating to this decision was declared as exempt from publication as it involved the disclosure of information in accordance with Section 100(A) and paragraph 3 of Part 1 of Schedule 12 (A) to the Local Government Act 1972 (as amended), in that the report contained information relating to the financial or business affairs of any particular person (including the authority holding that information) and that the public interest in withholding the information outweighed the public interest in disclosing it. Upon receipt of a valid call-in request, Democratic Services will immediately advise the relevant officer(s) and the decision must then be put on hold.
