That the Cabinet Member for Finance & Transformation,
in consultation with the Cabinet Member for Corporate
Services & Property:
1) Accepted the tender and approve d the award of
contract for Communal Lift Refurbishment of
4No. Lifts at James Crt, Wallis Hse, Michael
Shersby Hse & Rylstone, part of Council’s
Sheltered Housing stock to Omega City Lifts
Services Ltd at a cost of £467,988; and
2) Agreed to the capital release requests of £585k
from the Lift Refurbishment Workstream within
the Housing Revenue Account Works to Stock
Programme 2026/27 capital budget for Lift
Refurbishment of 4No. Lifts at James Crt, Wallis
Hse, Michael Shersby Hse & Rylstone.
3) Agreed to direct award the Specialist Lift
Consultancy and Project Management Services
to Frankham’s Consultancy Group Ltd for the
duration of the contract up to the value of £23k
external fees, subject to Spend Control Panel

Reason for decision Following condition surveys, the acceptance of a tender and
award of contract for communal lift refurbishment at four
sheltered housing properties was approved by Cabinet
Members. Capital funding was released from the existing
programme and specialist consultancy and project
management services were directly awarded to support
delivery. These decisions enabled the progression of lift
refurbishment works within the Council’s housing stock
benefiting residents and visitors at the buildings.
Alternative options

There is no option but to comply with the Act and grant an
extension to the lease in each case or sale of freehold.
