That the Cabinet Member for Finance and the Cabinet
Member for Property, Highways and Transport agree to the
following capital release requests of £42k from the Civic
Centre Transformation Project 2022/23 capital budget for
asbestos remediations works in two service pods on 4th
Floor of the Civic Centre – pilot scheme (Appendix A).
Reason for decision
Following an asbestos management condition survey of the
Civic Centre heating pods undertaken by TRAC Management,
the Council appointed survey company, trace amounts of
asbestos insulating board (AIB) fibres were found to the floor
and associated areas within several of the pods, all pods are
therefore deemed contaminated.
Alternative options
considered and
rejected
Not to undertake the p ilot. The pods contain heater batteries
which required maintenance and repair. On each occasion they
have to be accessed for maintenance a full containment system
will be required, therefore the pilot will prove a system of working
which is aimed at reducing costs.
