Notice is hereby given that the following decision(s) have been made today by

Decision Approved
That the Leader and Cabinet Member for Finance:
1. Agree to extend the existing arrangements with
Rainbow HR Limited effective from 1 September 2023
at a cost of up to an additional £173k, to pro-actively
drive the council-wide transformation programme
and the design and implementation of the rapid zero
budget based (ZBB) review programme, in line with
the Council’s MTFF budget strategy.
2. Note that the extension of Rainbow HR Limited will
ensure continuity and rapid pace in the delivery of
the Council’s transformation programme and
implementation of the ZBB review, pending the
process to secure the permanent recruitment of a
lead officer for the Council’s transformation
programme.
Reason for decision To expedite the Council’s ambitious programme of change to
deliver the MTFF budget strategy commitments , Rainbow HR
Limited was commissioned to provide leadership to the council’s
transformation programme; to review and establish effective
programme governance arrangements; establish, recruit to and
lead a new transformation team; deliver direct project
management support and leadership; and embed change on a
range of cross-cutting improvement projects.

In making the decision the Cabinet Member for Finance noted
that the contract would cease no later than 31 May 2024.
