Why is this register growing expected to grow?
The number of registered properties is likely to increase significantly following the introduction of the borough-wide Additional Licensing Scheme, which now legally requires smaller shared homes to hold a licence alongside traditional large HMOs.

Note: Hillingdon also enforces an Article 4 Direction across the whole borough. This means landlords must obtain planning permission to convert any home into an HMO after December 2025.
